History: Born in Los Angeles and raised in Bakersfield, California. Graduated from South Bakersfield High (Student Body President). Earned B.A. in Business Administration at University of the Pacific, Stockton, California (Student Body Senator and Yell Leader); A.A. In Mortuary Science at San Francisco College of Mortuary Science (Student Body President) and Doctor of Jurisprudence at San Fernando Valley College of Law (University of LaVerne) (Law Review).
Founder/Owner: Huber Chapel Mortuary, Simi Valley, for nine years (1969-1978).
Served as Deputy District Attorney prior to going into private practice. Serves as Superior Court Judge Pro Tem (1981-Present).
Public Leadership:
He served as a member of the City Council of the City of Simi Valley from 1980-1984. During his term as a Council Member he initiated the City’s Fiscal Projection Advisory Committee; the City’s Affordable Housing Committee; the City’s Tree Preservation Ordinance; and the official City Historian position.
In 1989 he was the Community Chair of the successful $35,000,000.00 Simi Unified School District school bond passed by voters.
He has served as an elected Trustee of the Ventura County Community College District since 2004 and currently serves as Chair of the Board of Trustees. After the Virginia Tech tragedy in 2007, Bob initiated the College Board to provide an emergency response system for all three Community Colleges to protect the students. The Board of Trustees accepted his suggestion and implemented the “District Wide Emergency Response” system. The VCCCD was the first in the state of all colleges to implement such an emergency program. For taking the lead on creating this innovative system, the VCCCD received a special commendation from the State Chancellor’s office.
He has also served on the Ventura County Human Relations Commission; the City of Simi Valley Industrial Commercial Development Commission; the Ventura County Regional Sanitation District Board of Directors; Ventura County Criminal Justice Planning Board; Chair of Waterworks District No. 8 Board and Chair of the Simi Valley Sanitation District Board.
Organizational Leadership:
Boys and Girls Club of Simi Valley co-Chair of the Annual Auction for the past three years (2007-2009).
Founder of Mayor’s Charity Dinner and Co-Chair for the past five years (2005-2009).
Current Chair – Simi Valley Community Foundation (Board Member 2002-Present).
Simi Valley Education Foundation (Founding Steering Committee member 1988-1989).
Leadership Simi Valley (Founding Steering Committee member 1988-1989).
Chair – United Methodist Church of Simi Valley Administrative Board (1972-1975).
President – Southeast Ventura County YMCA (1971): During his term as President, an additional 35 acres was secured for the YMCA, donated by Actor Joel McCrea.

President – Rotary Club of Simi Valley (1992-1993) – Member since 1969 (Named the “Best Medium Sized Rotary Club” in District 5240 his year as President)

Recognition of Community Service:
The Ventura County Bar Association gave him the “Nordman Public Service Award” (2009).

Simi Valley Rotary Club has named him “Rotarian of the Year” (2007) and a multiple “Paul Harris Fellow.”
Simi Valley Chamber of Commerce “Strathearn Lifetime Achievement Award” (2007).
The Simi Valley Boys and Girls Club named him “Benefactor of the Year” (1993).
Simi Valley Chamber of Commerce “Simi Valley Citizen of the Year” (1989).
